Forging New Chapters in Cross-Border Cooperation and Building Consensus Through Vocational Education Exchanges—Delegation Led by Zhang Jingchao Visits Malaysia and Indonesia

Led by Vice President Zhang Jingchao, a delegation from Henan Vocational College of Water Conservancy and Environment (HWEC) paid visits to Malaysia and Indonesia from June 23 to 27 to deepen international exchanges and cooperation in vocational education and upgrade the quality of Sino-foreign cooperative education programs. The visit was at the invitation of SEGi University and Tunku Abdul Rahman University of Management and Technology (TAR UMT) in Malaysia, as well as Jakarta State Polytechnic (PNJ) in Indonesia. The delegation comprised deans from the School of Water Conservancy Engineering and the School of Traffic Engineering, along with members of the National Vocational Education Teacher Innovation Team at HWEC.
On June 24, the delegation first visited SEGi University in Malaysia. The two sides held discussions on the operation of existing Sino-foreign cooperative education programs, conducting in-depth exchanges on key topics including existing challenges, curriculum articulation, faculty exchange, joint student training, and curriculum resource sharing. During the symposium, both sides agreed to explore a dual-supervisor talent development mechanism and design exchange pathways featuring semester exchanges plus winter and summer study tours, aiming to build an international further study platform for students. The delegation also inspected training laboratories to gain practical experience in constructing practical teaching systems, further substantiating and deepening cooperative education programs.

On June 25, the delegation visited TAR UMT in Malaysia. Focusing on innovative joint talent training models, short-term study tour program development, co-construction and sharing of curriculum resources, and international faculty training, the two sides explored pathways to launch the distinctive "Chinese + Vocational Skills (TVET)" program and reached a consensus on establishing a regular cooperation mechanism. Moving forward, the two sides will integrate superior disciplinary resources in water conservancy, transportation and other fields through mutual credit recognition and joint practical training, in an effort to support students in expanding international career development paths.

On June 26, the delegation left for PNJ in Indonesia. PNJ boasts remarkable achievements in international exchanges and the "Chinese + TVET" initiative, maintaining long-term partnerships with multiple higher vocational colleges in China. The delegation visited the enterprise training base established by China's LiuGong Group and observed on-site practical teaching scenarios. The two sides held in-depth discussions on TVET programs covering water conservancy engineering, transportation engineering and other majors. Dr. Shamsul Rizal, Director of PNJ, spoke highly of the "Chinese + TVET" cooperation model and proposed a "1+1+1" talent training framework featuring three progressive stages encompassing language foundation, skills enhancement, and practical employment, to precisely align talent cultivation with market demands. He also formally invited HWEC to participate in an international exchange conference in July.

This overseas visit marks an important milestone in HWEC's efforts to internationalize vocational education. Building on the outcomes of these exchanges, HWEC will continue to expand its global cooperation network, deepen two-way flows of teaching resources, and strive to cultivate interdisciplinary technical and skilled professionals with both professional competence and global vision. In doing so, it will contribute Chinese solutions to vocational education cooperation among countries involved in the Belt and Road Initiative.
